Chief Operating Officer

Nancy St. Louis leads Redhorse’s day-to-day operations to enhance structure, policies, and procedures as the Chief Operating Officer to support Redhorse’s growth and commitment to transforming the way government interacts with and uses data and technology.

Nancy is a leader in government and government-industry service with more than 20 years of experience making an impact on the federal space via contracting and spent time as Northrop Grumman’s Director of Intelligence Programs, and then Executive Director of Intelligence at ManTech. St. Louis has a deep understanding of the ins and outs of government contracting – from human resources, to contracting, to procurement and previously held the position of COO with Triumph Enterprises, and COO of SGI Global. St. Louis’s executive roles all stemmed from her in-depth understanding and experience on both the executive and legislative sides of government. She spent five years with the US Navy as a financial analyst, and three years with the CIA as a senior budget analyst. On the legislative side, she was the Director of Audits and Evaluations and then Deputy Budget Director for the Senate Select Committee on Intelligence for four years.

Nancy holds a Bachelor of Science in Applied Mathematics and Operations Research from Carnegie Mellon University and a Master of Science in Operations Research from The College of William and Mary.
