Bernadine Holmes

Director, Contracts

Bernadine is the Director of Contracts and USAF Veteran with more than 20 years of professional experience in Government Contracting. Her experience includes developing, organizing, implementing, and directing the contracts department to ensure compliance with Government regulations and customer requirements and to provide overall department efficiency. Ms. Holmes has extensive experience in the administration of commercial, Government, and DoD contracts from small to large and complex, and from inception to completion. Ms. Holmes is proficient in all aspects of Microsoft Office and Deltek Costpoint.

As Director of Contractors, Ms. Holmes oversees the Contracts Department and personnel providing guidance and functional leadership to program directors by identifying problems, assessing risk, and delivering contract and subcontract solutions. Ms. Holmes manages contract performance for conformance to original proposal and maintains continual reviews to ensure all terms and conditions are met and contracts are in accordance with legal requirements, customer specifications, and government regulations.

Bernadine is a member of the National Contract Management Association and Women in Defense and also received acclaim as a Business Woman of the Year finalist in the San Diego Business Journal.
